The meeting participants had an in-depth discussion of the Syrian conflict, particularly the state of affairs around Deir ez-Zor, Russian-Turkish talks during the President’s Putin recent visit to Ankara.

The issue of the continuing, and at times, increasing pressure on the Russian media in certain countries was also touched upon. The participants noted that such activity is unacceptable.

Vladimir Putin held a meeting with permanent members of the Security Council to discuss the situation in Syria, North Korea and the domestic agenda.

Defense Minister Sergei Shoigu updated the meeting participants on the results of recent contacts with the top leadership of the Syrian Arab Republic (Mr. Shoigu met with President Bashar al-Assad upon instructions from the President of Russia). Meeting participants also discussed the operation of the existing de-escalation zones and the creation of one more zone in Syria.

They exchanged opinions regarding the situation on the Korean Peninsula in the context of North Korea’s latest missile launch.

Defense Minister Sergei Shoigu updated the meeting participants on the strike delivered by the Russian Aerospace Forces near Raqqa in Syria, in which a large group of terrorists, possibly including some ISIS leaders, have been killed.

Vladimir Putin held a meeting with permanent members of the Security Council.

The meeting examined, in particular, current socioeconomic matters on the domestic agenda.

Other subjects of discussion included the situation on the line of separation in southeast Ukraine. The meeting participants expressed concern over the continued tension and stressed the need for full withdrawal of heavy weapons.

Vladimir Putin briefed the participants on his telephone conversation with President of Turkey Recep Tayyip Erdogan, during which Mr. Putin expressed his condolences over the death of Turkish military personnel as a result of incorrect target coordinates during a Russian air force strike against terrorists, carried out as part of a joint operation to liberate the Syrian town of Al-Bab.

Defense Minister Sergei Shoigu briefed the meeting on a telephone conversation between the Russian and Turkish chiefs of general staff. Chief of the General Staff of Russia’s Armed Forces Valery Gerasimov expressed his condolences to his Turkish counterpart. The two sides decided on urgent work to improve coordination procedures during joint antiterrorist operations in Syria.

Participants in the meeting exchanged views on the situation around Palmyra, as well as the advances made by the Syrian Army in Aleppo.

The meeting featured a discussion of the upcoming visit by the President of Russia to Japan later this week, including matters that will be discussed during talks.

Participants also went over current issues related to the socioeconomic situation in Russia.

Good afternoon, colleagues,

Today, we will discuss the draft of Russia’s Economic Security Strategy. This document outlines the most important areas of work to ensure our country’s economic, technological and financial sovereignty.

Only recently, it seemed that there was no need for such documents, but judging by what is happening today, we do need to reflect on the various challenges we will discuss at this meeting.

We are witnessing profound and large-scale processes underway in the world. New centers of global economic growth are emerging. Every year brings more competition for markets, technology and capital. Economic restrictions, pressure, and sanctions are being used more often in political aims, and under the guise of pursuing political objectives are being used quite simply as a means in the competitive fight.

We must take these trends into account and pre-empt these risks and threats. Our fundamental, principle response here is to develop our own economic potential. This does not mean that we will shut ourselves from the global economy, but that we will bolster our own effectiveness. This will give us the resources we need to resolve social tasks and will enable us to provide reliable guarantees of our national interests and security.

We must achieve growth rates higher than the global rates. Yes, only a short time ago, we were talking of higher growth rates, but we are conscious of the situation in the global economy and in our economy and we must adjust our plans accordingly. We must, however, reach growth rates higher than the global rates by 2019–2020. To achieve this goal, the Annual Presidential Address to the Federal Assembly contains an instruction issued to the Government of the Russian Federation to draft a concrete action plan.
