Mr. Putin, welcome to the Islamic Republic of Iran. We are very glad to welcome you here, in Tehran.

Apart from our commitment to developing bilateral relations, we have also reached a new stage in the development of international relations between Russia, Iran and Azerbaijan.

Over the last four years we have been stepping up the relations between our countries. The fact that this is the second time we meet in Tehran in the last two years further emphasizes the positive momentum in the bilateral relations between Russia and Iran.

It is highly satisfying that apart from developing our bilateral relations, our countries play an important role in promoting peace and stability in the region. By developing our relations we were able to defeat one of the most dangerous terrorist groups.

Trilateral cooperation between Russia, Iran and Turkey is indicative of efforts to restore peace and stability in Syria.

The Iranian government is committed to further strengthening relations with Russia, our important neighbor and friend, and advancing cooperation on peace and security matters.

Vladimir Putin had a telephone conversation with President of the Islamic Republic of Iran Hassan Rouhani at Iran’s initiative.


Vladimir Putin congratulated Mr. Rouhani on his inauguration ceremony on August 5 and wished him success in his continued work as President of Iran.

The two presidents discussed bilateral cooperation results, including the state of progress in joint oil and gas, electricity, and transport projects, and examined a number of issues on the international agenda.


Exchanging views on developments in Syria, both leaders underscored their commitment to continue coordinating joint efforts to facilitate settlement of this crisis.

It was agreed to further maintain contacts at various levels.

Vladimir Putin had a telephone conversation with President of the Islamic Republic of Iran Hassan Rouhani.

The two presidents discussed in detail the Syrian crisis, particularly the situation around Aleppo. They stressed the need for joint efforts to facilitate the launch of a real political process to bring about a swift resolution of the conflict in Syria. In this context, the organization in Astana of talks between Syrian government representatives and members of the moderate opposition could be a major step forward.

Vladimir Putin and Hassan Rouhani also discussed current matters concerning bilateral relations in light of the positive results of the Russian-Iranian Permanent Intergovernmental Commission on Trade and Economic Cooperation held in Tehran on December 11–13.
The two leaders agreed on upcoming contacts at various levels.

Telephone conversation with President of Iran Hassan Rouhani.

Vladimir Putin expressed his condolences in connection with the railway crash in the Iranian province of Semnan on November 25, which resulted in numerous casualties.

Current issues of Russian-Iranian cooperation were a focus of the conversation, primarily joint priority projects in trade and the economy. Vladimir Putin and Hassan Rouhani reviewed the progress on implementing the agreements reached at the Baku meeting on August 8, 2016. They expressed mutual support for continuing the multifaceted development of bilateral relations, such as maintaining positive dynamics in bilateral trade, which has increased by 80 percent in the first nine months of this year, amounting to $1.6 billion.

The two presidents agreed to continue coordinating steps in global hydrocarbon markets, including as part of the Russia-OPEC energy dialogue, and noted the critical importance of measures taken by OPEC to limit crude oil production as the key factor in stabilizing the global oil market.

Vladimir Putin and Mr. Rouhani also discussed the situation in the Middle East. They highly rated the level of Russian-Iranian cooperation on the anti-terrorist track and agreed to continue to work closely together to ensure the long-term normalization of the situation in Syria.
