"Over the past years, MAPRYAL has earned high and well-deserved recognition as the largest international association focused on the development, study and promotion of the Russian language and literature. Today, MAPRYAL is successfully operating in 70 countries. Its members include the world’s major universities, language schools, publishing companies as well as prominent researchers, teachers, journalists and public figures. The association has moved forward some popular educational projects and outreach campaigns. It is involved in extensive research and develops new and promising teaching methods, and organizes academic and cultural events. I am certain this anniversary conference will be a creative and constructive event initiating some extraordinary and useful projects that will definitely be brought to life."

MAPRYAL’s anniversary conference is taking place on September 15 in Paris, where 50 years ago the International Association of Teachers of Russian Language and Literature was established as a public non-profit organization at its foundation conference.

Russian President Vladimir Putin received in the Kremlin singer and public activist, First Deputy Chairman of the State Duma Committee on Culture Iosif Kobzon. Ninel Kobzon, the singer’s wife, attended the meeting too.

The head of state congratulated Mr. Kobzon on his 80th birthday and presented him with a painting Miner’s Song by artist Alexander Zelensky. The meeting with the Kobzons was informal and took place over tea.


President Putin signed an executive order awarding the merit badge For Benevolence to Iosif Kobzon for his active charitable and public activity.

Vladimir Putin also sent a message of congratulations to Iosif Kobzon on his 80th birthday, which reads, in part:

“You are rightfully regarded as a luminary of our culture, a man of exceptional talent and energy. I am glad that for many years you have not only been working in your professional field with devotion, but also participating actively in important civic and legislative efforts and sincerely care about promoting the best traditions of musical and variety entertainment that our country is famous for.”

Moscow is the center of the Russian state. Serving as a gatherer of Russian lands, it grew and gained power slowly but profoundly and confidently. Here in Moscow different cultures and traditions concentrated and intertwined, solidifying the spiritual power of our multi-ethnic people.

Moscow is a center of attraction for gifted, hardworking and educated people who can cope with the fast and intense rhythm of the capital. For those who are moving forward, towards success, results and professional growth.

Prompt introduction of advanced technologies, effective development instruments, reliance on the residents’ initiative and intellectual and creative potential have become Moscow’s landmarks.
A large-scale reconstruction is underway here now. It was embarked on in line with the status of one of the world’s largest metropolises. Its priority goal is to enhance the comfort and quality of life of Moscow residents.

Reconstruction is always a difficult and troublesome matter, much like home renovation. It must begin sooner or later, and it is good that Moscow authorities have taken it up so resolutely while heeding residents’ advice.

In his message of congratulations, the President of Russia stressed the traditionally friendly and neighborly relations between Russia and Mongolia and expressed an interest in further expanding mutually beneficial cooperation in all areas in the interests of the two countries’ peoples.

Vladimir Putin extended his warm wishes to President Nazarbayev on his birthday.


The two leaders discussed the resolution of the Syrian crisis taking into account the results of the 5th International Meeting on Syria, which took place in Astana on July 4–5.

Comrade officers, colleagues,

I would like to congratulate all current staff and veterans of the Foreign Intelligence Service on the 95th anniversary of Russian illegal intelligence.

For almost a century this legendary unit has been making its own special, sometimes invaluable contribution to ensuring national security and defending the interests of the Fatherland.

Our country has faced many trials, and our intelligence officers have always been on the frontline. Time and again their decisive actions, the information they obtained and their adroit missions literally changed the course of history, protected our people from threats, and preserved peace.

We will always remember our heroic intelligence officers who fought the Nazis. Their struggle against this evil began in the pre-war years, and they fought just as courageously during the Great Patriotic War.

Their work was strenuous and dangerous in the Cold War era as well. It is enough to recall the contribution of our intelligence officers to maintaining strategic parity. Ending the monopoly on nuclear weapons ruled out both a new world war and direct aggression against our country.

The history of illegal intelligence is filled with legendary names:
  • Yakov Serebryansky,
  • Dmitry Bystroletov,
  • Nikolai Kuznetsov,
  • Iosif Grigulevich,
  • Rudolf Abel,
  • Konon Molody,
  • Gevork Vartanyan,
  • Alexei Kozlov,
  • Yury Drozdov.

There are living people on this glorious list – Goar Vartanyan, Alexei Botyan and many and many others.

In years past dozens of undercover agents have received the high title of Hero of the Soviet Union and the Hero of the Russian Federation. Hundreds were awarded with combat orders and medals. Today yet another Star of the Hero of Russia will be conferred on one of our comrades at a closed ceremony. He has displayed valor and courage while fulfilling special missions in life-threatening circumstances.

The difficult profession of undercover agent assumes anonymity. It is no accident that the motto of illegal intelligence is: “Without the right to glory but for the glory of the nation.”

Undercover agents are people of a special disposition, moral fortitude and willpower. They devote their entire lives to the homeland. They sacrifice much, forgo much, but they do so in the name of service to the Fatherland. They do intensive, meticulous work every day, without weekends or holidays. They are modest people who do not like being called heroes. They say that they are simply doing their jobs, ”what they were trained to do,” and producing results.

But I would like to emphasize – our country, our citizens must know that real warriors, courageous and honest professionals are serving in Russian intelligence. We are proud of them.

I regularly receive materials prepared by your colleagues, including undercover agents. It is always thoroughly prepared information and analysis. It serves as the foundation for developing strategic decisions in defense, foreign policy, and ensuring the country's security in the broadest sense of the word.

Of course, many countries of the world have intelligence services, but not all states have such a powerful and special tool as illegal intelligence. I would like to thank everyone who in difficult years – I am confident you know what I am referring to – have preserved traditions, continuity, experience, and the school of training in the sphere of illegal intelligence. Today, this capacity is fully utilized in service to Russia. It helps identify and block external threats in a timely manner and protect our sovereignty and right to be a free and independent country.

You are well aware of the challenges faced by Russia. They include attempts to hinder our development, to provoke confrontation, and to destabilize the regions near our borders. In particular, terrorist and extremist groups are being used as tools. It is no secret that some of them are being diligently looked after, and even receive direct support from special services of a number of states.
In general, it is clear that the activity of foreign intelligence services directed against Russia and our allies is on the rise. Innovative methods of collecting and falsifying information, cyberattacks, and attempts to recruit agents to gain access to data on the defense, economic, resource potential of Russia are being used. Finally, operations are carried out to influence the political and social processes in our country.

In these circumstances, the Foreign Intelligence Service and all our special services bear an enormous responsibility. Your effective work is one of the most important guarantees of Russia’s sovereign development, security and stability. As such, we will continue to improve and expand our intelligence capacity, and technical and operational capabilities. We will continue to rely on experienced professionals and train young professionals using the best examples from our veterans.

I am confident that you will never fail and will effectively carry out all your missions.

Once again, I congratulate you on the 95th anniversary of illegal intelligence. I congratulate everyone in this room, all our colleagues. And, of course, the agents who are now serving abroad.
I wish you good health, good luck, and new victories for the greater good of Russia.

“Eid ul-Fitr is one of the major religious holidays that followers of Islam have been observing for centuries. By closing the holy month of Ramadan, it carries a deep moral meaning, encapsulates the joy of renewal, commitment to self-improvement, readiness to do good and help the needy.

It is encouraging that Russian Muslims cherish the rich spiritual and historical heritage of their ancestors, follow the testaments and rites of their fathers and forefathers, and preach them to the younger generation. The active participation of Muslim organizations in the nation’s public and cultural life, in implementing needed charitable, educational and patriotic initiatives arouses sincere respect. I should also note their role in sustaining civic peace and concord, and enhancing friendship and mutual understanding among people.”

The nationwide campaign We Are Citizens of Russia, a ceremony to present passports to school students, was launched by the public organization Russian Movement of School Students together with the public organization Russian Youth Union.

Following the presentation of passports, the President gave participants in the ceremony a tour of his office.

As you know, today is a special day. Today is a holiday called Russia Day, it is a celebration of our country. And what is a country? It is the people, the country’s citizens. All of us become citizens at birth. This, naturally, is part of our laws, practice and tradition, and at the age of 14 you receive your passports.

By 14, you have managed to achieve, to do a lot. Some of you, as I believe will be mentioned here as well, have displayed the best human qualities – courage, you could even say self-sacrifice. I am referring to those of you who were not scared to lend a hand to another human being in a very difficult situation, to essentially save a life.

The most important thing is that possessing such good inclinations, such qualities, you have every chance of doing big, brilliant, important things in your lives. Today, on Russia Day – as you might have seen from the media – here, in the Kremlin, National Awards were presented to our outstanding citizens for their achievements in their narrow field over many years. Each of you, after you choose your own path, will have a chance to do the same.

I am counting on it, and I would like to wish you luck, because, while pursuing individual achievements, we, of course, everybody, including you in the future, will be making a substantial, serious contribution, which is greatly needed for the country, for its development, for preserving its greatness, for its future. You are the future for us, because soon you and your peers will have to shape the destiny of Russia – this much is clear.

We always turn to women for inspiration and consolation, and always find it. Women give us life and perpetuate it in our children. That said, women also need men’s support. We will remember that always, not only today. We will do our outmost to surround the women we love with care and attention, so that they can smile more often.

Russian President congratulated Valentina Tereshkova.

Vladimir Putin extended his birthday greetings to Valentina Tereshkova, pilot cosmonaut, the first woman in space, Hero of the Soviet Union, and State Duma deputy.

The President issued an executive order awarding the Order For Services to the Fatherland I Degree to Ms Tereshkova, deputy chairperson of the State Duma Committee for Federal Organisation and Local Government, for her outstanding contribution to strengthening Russia’s statehood, developing parliamentarianism, and active legislative work.
